The water crested at 14 inches inside a 26-person dental practice off Back Beach Road and sat there most of a day. By Thursday the county had lifted the re-entry restriction, and the practice administrator — she also handles billing and, by default, the network — was in the server closet at 7:40 a.m. with a flashlight. Everything above 20 inches in the rack looked untouched. Below that: a UPS, a 24-port switch, and the bottom two rack units of a four-year-old host holding eleven years of patient records and the imaging archive. Commercial power had come back at 6:15 that morning. Her hand was on the UPS switch.

She did not flip it, because someone had told her not to. That is the only reason the practice still had its imaging archive six weeks later.

The instinct that costs you twice

"Let me just plug it in and see if it still works" is the most reasonable-sounding sentence spoken in a flooded building, and it is worth understanding why before dismissing it. The instinct is sound triage: you are in a room full of unknowns with a business to reopen, and the fastest way to convert unknowns into knowns appears to be a power switch. The impulse is right. The method destroys two things at once.

The first is the equipment, faster than the water did. Water conducts electricity. Applying power to a wet or salt-contaminated board sends current down paths the designer never intended, and the failure is not gradual — it is a short that takes out the controller, the capacitors, and whatever sits along that path. Data recovery labs are blunt about it. One puts it in capital letters: do not apply power to the drive, and do not plug it into a computer to see if it still works.

The second is the argument you are about to have with an adjuster. Right now the equipment has a clean causal story — submerged in a named storm, on a documented date, to a documented height. Energize it and you have introduced a second event. You may still be paid, but you have moved from a claim that gets processed to a claim that gets discussed, and the discussion runs on the carrier's timeline.

None of this is a knock on the impulse or the people who act on it. Nobody hands you a sequencing document at the county checkpoint.

Corrosion does not wait, so why does documentation go first?

Here is the tension nobody addresses. Salt residue is actively corrosive. Guidance from the National Electrical Manufacturers Association, distributed by the Electrical Safety Foundation International, is specific: ocean water and salt spray are particularly damaging because the residue is both corrosive and conductive. Recovery labs describe the same curve from the other side — the prognosis right after exposure is good and drops as the drive corrodes, with failures appearing days or weeks later.

So remediation is time-critical, and documentation still has to come first. Both are true, and they are not in conflict, because of scale. Documentation is a 90-minute job for a typical small-office inventory. Corrosion operates over days and weeks. You are spending ninety minutes at the front of a two-week process — and you cannot skip them, because remediation destroys the evidence. Cleaning removes the residue line. Drying removes the staining. Hauling removes the item.

Ventilating the room, dropping the humidity, and getting drives out of standing water do not compete with documentation. The only thing that cannot come first is power.

Photograph it in four passes, in this order

An adjuster reads a claim file the way anyone reads anything unfamiliar — context first, then detail. Two hundred close-ups with no establishing shot is a pile, not documentation.

  • Wide, from the doorway of every affected room. One frame showing the whole space, the equipment in position, and the walls. This establishes that the rack was in that closet and the water was in that closet. Shoot it before you move anything, including debris.
  • Medium, at each device, still in place. The server in the rack, the workstation under the desk. The relationship between the item and the floor is the point, so include the floor.
  • Serial number and asset tag, close enough to read. One frame per device, in focus, legible. This is the frame that gets skipped and the one that matters most.
  • The water line on the wall, with a tape measure in frame. Extend a tape from the floor and shoot it so the number at the staining is readable. Do it in each room — the line is not always level across a building.

The serial number is worth more than the picture of the damage

A photograph of a corroded board is emotionally persuasive and evidentially thin. It proves something is damaged. It does not prove what it was, what it cost, or that it was yours.

Business personal property coverage — the part of a commercial policy that responds to contents rather than structure — pays on a valuation basis spelled out in the policy. Under actual cash value, the carrier weighs what the item was, how old it was, and how much useful life remained, then depreciates. Under replacement cost, it prices an equivalent new item. Both start from a positive identification: model, serial, purchase date. A photograph of water damage is not an input to either.

So the ranked value of those 90 minutes runs: identification first, position and water height second, condition third. Most people work that list backward. Build a written inventory as you shoot — device, make, model, serial, location, condition note. Paired with pre-storm invoices, that becomes the spine of the claim. Florida's Department of Financial Services advises owners to photograph damage and list damaged contents before the adjuster arrives, and to set damaged property aside rather than discard it.

The line on the wall is the most consequential measurement in the building

Water that rises and water that falls are frequently two different perils under two different policies, and the evidence that distinguishes them is height and direction.

Flood has a statutory definition under the National Flood Insurance Program: a general and temporary condition of partial or complete inundation of two or more acres of normally dry land, or of two or more properties, from overflow of inland or tidal waters, unusual and rapid accumulation or runoff of surface water, mudflow, or shoreline collapse. Standard commercial property policies generally exclude that peril, which is why flood coverage is bought separately. Water that came in through a wind-created opening is a different question, generally evaluated under the property policy. After a landfall a single building frequently has both — surge below, wind-driven rain above — and two carriers with an interest in attributing the loss to the other's peril.

The staining is the record of which happened where. A horizontal line at 14 inches with dry wall above it tells one story. Saturation from the ceiling down with dry baseboards tells another. A building with both tells the truth, which is usually the most useful thing you can hand an adjuster. Photograph both patterns and note them by room.

Be clear-eyed about the limits. Nothing here describes what your policy covers. Policy language governs, exclusions vary substantially, and coverage questions belong with your agent and your adjuster. What you control is whether the evidence still exists when those conversations happen — and Florida's deadlines are short. Under section 627.70132, notice of a property insurance claim must generally be given within one year of the date of loss, and for a hurricane that date is the day the storm made landfall.

Sort into three piles, and let nothing leave the building

Once documentation is done, sort into three categories, not two:

  • Destroyed. Anything the manufacturer's own guidance says to replace rather than recondition. NEMA puts circuit breakers, fuses, receptacles, switches, surge protective devices, and batteries firmly on the replace side. Do not let anyone re-energize a panel that was underwater without a qualified electrician's evaluation.
  • Salvageable, needs professional decontamination. Chassis and boards that were exposed but may be recoverable after ultrasonic cleaning and drying by an electronics restoration firm. This category is larger than most owners assume — but only if the equipment was never powered on.
  • Data-bearing, handled separately. Drives, NAS units, arrays, anything holding the only copy of something. These do not go to the restoration vendor and they do not go in the dumpster. Antistatic bag, sealed, labeled with the device and slot they came from, left off.

Nothing goes to the curb until the adjuster has seen it or released it. This is the most common self-inflicted wound after a storm, because hauling feels like progress. If a health order forces removal first, photograph the items staged and notify the carrier in writing.

What a lab can do with a drive that was never powered on

A drive that was submerged and never energized is a contamination problem. It goes to a cleanroom, gets disassembled, the board is cleaned with solvents that remove the conductive residue, and either the original electronics are restored or the platters are moved. On a spinning drive the platters are typically the last thing to fail — the magnetic media survives immersion far better than the electronics around it. On an SSD, engineers clean the board, repair joints under a microscope, or read the NAND packages directly. Routine procedures with routine outcomes.

A drive that was energized while contaminated is a damage problem stacked on a contamination problem. The short has already taken out components. Worse, if a spinning drive spun up at all, the heads flew over platters carrying salt residue — producing what the labs describe as stiction, read interference, and head crashes that scrape the media. A head crash removes the magnetic layer, and no procedure restores data from a scraped platter, because the data is no longer there.

That is why the rule is an absolute rather than a probability. Powering on does not shave a percentage off your odds. It opens the door to the one failure mode that is unrecoverable, and you cannot know in advance whether the drive will spin.

What those 90 minutes actually buy

Not a bigger settlement. A claim that resolves on documented facts rather than a reconstruction — which mostly means faster, with fewer rounds. Time is the real currency after a landfall, because the constraint on reopening is rarely money. It is the vendor, the equipment, and the electrician, all booked solid within 72 hours.

And optionality on the data. A drive that stayed dark keeps every recovery path open, including the expensive one you will only consider a month later, when you discover the backup you trusted had been failing its verification job since March. That discovery is common, and survivable only if the media is still readable.

The building can be dried, rewired, and refitted. The eleven years of records in the bottom two rack units either survive the first hour after re-entry or they do not.
